A roof in the Sparks valley and a roof partway up the Mt. Rose Highway face genuinely different code requirements — not because of style, but because of elevation. Here's how Washoe County's snow-load rules actually work, and why they matter to your roof specifically.

The three numbers that actually govern a Reno-area roof

Washoe County's Construction Design Requirements (2024 Northern Nevada Code Amendments) set three figures that matter more to a roofing quote than almost anything else on the sheet:

The county is also designated a special wind region with a 120 mph basic design wind speed, and sits in Seismic Design Category D2 — both covered on the storm-damage page and the tile roofing page respectively. Snow load is the one that changes most dramatically just from where in the service area a house sits.

Reading the elevation gradient

Most of Sparks and the Reno valley floor sit at the lower end of the 4,500–5,000 foot band where the 43 psf ground-snow figure applies — a real design requirement, but well below the point where ice-barrier underlayment becomes mandatory. Move toward the higher ground west of the valley — Galena, and up the Mt. Rose Highway corridor toward the Sierra crest — and both numbers climb: ground snow load rises steeply with elevation past that band, and homes above 5,300 feet cross into mandatory ice-barrier territory. The same roofing material, on the same house design, can face a meaningfully different code requirement purely based on which side of that elevation line the address falls on.

Why the ice-barrier line exists

Ice-barrier underlayment is a self-adhering membrane installed at the eaves, under the primary roofing material, specifically to stop meltwater that refreezes at the roof edge from backing up under the shingles. It matters most where snow sits long enough to see repeated melt-refreeze cycles — which is exactly what happens at higher elevation, where Reno's roughly 20.9 inches of average annual snowfall (concentrated December through February) lingers longer and cycles through more freeze-thaw events per season than it does on the valley floor.

Below 5,300 feet, it isn't a code requirement — but it isn't irrelevant either. A north-facing eave on a shaded, lower-elevation home can still hold snow long enough to produce the same ice-dam leak the code is written to prevent at higher elevation. What this means for a quote

  • Ask where the elevation line puts your address. A roofer who never asked about elevation or checked it against the address wrote the quote from a general assumption, not your specific requirement.
  • Ice barrier is a line item, not an assumption. If your home is above 5,300 feet, confirm it's explicitly included — it's required, not optional, and its absence on an otherwise-detailed quote is worth asking about directly.
  • An older home may predate current requirements. Code generally applies at the time of permitted work rather than retroactively — a re-roof under current permitting is the natural point to bring an older, higher-elevation roof up to today's ice-barrier standard even if the original construction predates it.
