Spanish Springs runs through the county, not a city hall
Spanish Springs is an unincorporated Washoe County community north of Sparks — it doesn't fall inside either Reno's or Sparks' city limits, so its building permits are handled by Washoe County Building, 1001 E Ninth Street, Reno, NV 89512, 775-328-2020. The county's published exemption applies here directly: a roof repair under 100 square feet, or one still under its one-year warranty, doesn't need a permit; a full re-roof does, issued as an EZ Permit for like-for-like replacement.
Design values for a valley-floor address
Spanish Springs sits at valley elevation, on the lower end of the county's 4,500–5,000 foot elevation band — well below the 5,300-foot line where ice-barrier underlayment becomes a code requirement. The countywide minimum roof design snow load (29 psf) and 120 mph wind design still apply, the same baseline as the rest of the Truckee Meadows.
A newer, fast-growing corner of the valley
Spanish Springs is one of the newer parts of the Reno-Sparks metro to build out: Census figures show the area nearly doubled in population between 2000 and 2020 (from roughly 9,000 to over 17,000 residents), most of it tract-home subdivisions built in that same window.
